Baillie McGowan

Baillie McGowan serves as the Director of Policy Research at the RARE Foundation, where she works on the “evidence” component of the Foundation’s mission by generating, collecting, and translating data into actionable insights that support patient-centered policy and advocacy. Her focus lies on ensuring data is accessible to the rare disease community, to ensure patient perspectives are meaningfully represented in state, federal, and regulatory policy discussions. Baillie has previously served as a Research Analyst at CMS and has worked across the Foundation’s policy and advocacy teams after earning her master’s in public health policy from The George Washington University.
